I have the honour to acknowledge

the receipt of Your Lordship's Confidential Despatch of

the 18th January, 1907, on the subject of Chinese Debtors

who abscond from Hongkong.

With reference to the statement in

the 3rd paragraph of Sir John (Jordan)

Despatch of the 7th November, 1906, (which formed a sub-enclosure to Your Lordship's communication)

to the effect that both Sir M. de Sausmarez and Mr. Mansfield agreed that an amendment of

the Law of Hongkong would not be calculated to meet the

difficulties that arise in the case of absconding bankrupts

or contributories to Companies wound up by Order of the

Court, I would point out that my suggestion that the Law

should be altered to admit of judgment for debt being

entered against such persons was made as a consequence of

my proposal to give a special status to judgment debts and

falls
